นโยบายความเป็นกลาง (Impartiality Policy)
Equal Assurance (Thailand) Ltd. (EQA) ให้บริการตรวจรับรองระบบการจัดการในฐานะหน่วยรับรอง การตัดสินใจให้การรับรองจึงต้องอยู่บนหลักฐานจากการตรวจเท่านั้น ไม่ใช่ความสัมพันธ์ทางธุรกิจ นโยบายนี้สรุปสิ่งที่ EQA ยึดถือตามข้อกำหนดด้านความเป็นกลางของ ISO/IEC 17021-1 และเผยแพร่เพื่อให้ลูกค้าและผู้มีส่วนได้ส่วนเสียตรวจสอบได้
คำแถลงของผู้บริหาร

สิ่งที่ EQA ไม่ทำ

- ไม่ตรวจติดตามภายในให้ลูกค้าที่ตรวจรับรอง และไม่ตรวจรับรองระบบที่ EQA ทำการตรวจติดตามภายในให้ภายในระยะเวลาที่ ISO/IEC 17021-1 กำหนด
- ไม่ให้ผู้ตรวจประเมินตรวจองค์กรที่ตนเคยให้คำปรึกษาหรือทำงานให้ ภายในระยะเวลาที่มาตรฐานกำหนด และไม่ให้ผู้ที่ร่วมทีมตรวจเป็นผู้ตัดสินให้การรับรอง
- ไม่เสนอหรือทำการตลาดร่วมกับที่ปรึกษา ในลักษณะที่ทำให้เข้าใจว่าการใช้ที่ปรึกษารายใดจะทำให้ได้รับการรับรองง่ายขึ้น เร็วขึ้น หรือถูกลง
การฝึกอบรมกับความเป็นกลาง
EQA ให้การฝึกอบรมแบบเปิด (Public) และแบบ In-house เกี่ยวกับข้อกำหนดของมาตรฐาน การตรวจติดตามภายใน และหลักสูตรของเจ้าของมาตรฐาน เช่น BRCGS และ FSPCA การฝึกอบรมจำกัดอยู่ที่การให้ความรู้ทั่วไปเกี่ยวกับข้อกำหนดและวิธีตรวจ ไม่ใช่การจัดทำระบบให้องค์กรใดองค์กรหนึ่ง วิทยากรจะไม่ให้คำแนะนำเฉพาะเจาะจงสำหรับระบบของผู้เข้าอบรมในระหว่างการอบรม
การบริหารความเสี่ยงต่อความเป็นกลาง
EQA ระบุและวิเคราะห์ความเสี่ยงต่อความเป็นกลางอย่างต่อเนื่อง ทั้งจากกิจกรรมของ EQA เอง ความสัมพันธ์ของ EQA และความสัมพันธ์ของบุคลากร โดยพิจารณาความเสี่ยงประเภทผลประโยชน์ส่วนตน การทบทวนงานของตนเอง ความคุ้นเคย และการถูกข่มขู่ เมื่อพบความเสี่ยงที่ยอมรับไม่ได้ EQA จะไม่รับงานหรือเปลี่ยนตัวบุคลากร
- บุคลากรทุกคนที่เกี่ยวข้องกับการรับรองต้องเปิดเผยความสัมพันธ์ที่อาจกระทบความเป็นกลางก่อนรับมอบหมายงาน
- ค่าตอบแทนของผู้ตรวจประเมินและผู้ตัดสินให้การรับรองไม่ขึ้นกับผลการตรวจหรือจำนวนใบรับรองที่ออก
- การตัดสินให้การรับรอง คงไว้ ต่ออายุ ขยายหรือลดขอบข่าย พักใช้ และเพิกถอน เป็นความรับผิดชอบของ EQA และไม่โอนให้บุคคลภายนอก
การร้องเรียนและการอุทธรณ์
องค์กรที่รับการตรวจสามารถอุทธรณ์ผลการตัดสิน และผู้มีส่วนได้ส่วนเสียสามารถร้องเรียนเกี่ยวกับ EQA หรือองค์กรที่ EQA ให้การรับรองได้ที่ eqa.training@equalassurancethai.com หรือช่องทางในหน้าติดต่อเรา การพิจารณาอุทธรณ์และข้อร้องเรียนทำโดยผู้ที่ไม่ได้เกี่ยวข้องกับการตรวจหรือการตัดสินในเรื่องนั้น

Equal Assurance (Thailand) Ltd. (EQA) provides management system certification as a certification body. Certification decisions must therefore rest on audit evidence alone, never on a business relationship. This policy summarises what EQA upholds under the impartiality requirements of ISO/IEC 17021-1 and is published so that clients and interested parties can hold EQA to it.
Management statement
EQA's top management understands the importance of impartiality in carrying out audits and certification decisions, and is committed to managing conflicts of interest and ensuring the objectivity of its certification activities at every step.
What EQA does not do
- No consultancy. EQA does not design, write or correct management systems, manuals, procedures or any documents for organisations seeking certification, and does not give specific advice on how to close a nonconformity.
- No internal audits for certification clients. EQA does not certify a management system on which it has performed internal audits within the period set by ISO/IEC 17021-1.
- No auditor audits an organisation they consulted for or worked for within the period set by the standard, and no member of the audit team takes the certification decision.
- No joint offers or marketing with consultants that suggest using a particular consultant makes certification easier, faster or cheaper.
Training and impartiality
EQA delivers public and in-house training on the requirements of standards, internal auditing and scheme-owner courses such as BRCGS and FSPCA. Training is limited to general knowledge of requirements and audit methods; it is not the implementation of a system for any specific organisation, and trainers do not give participant-specific advice on their own systems during a course.
Managing threats to impartiality
EQA identifies and analyses threats to impartiality on an ongoing basis, arising from its own activities, its relationships and the relationships of its personnel, considering self-interest, self-review, familiarity and intimidation threats. Where a threat cannot be reduced to an acceptable level, EQA declines the work or changes the personnel.
- Everyone involved in certification declares relationships that could affect impartiality before an assignment.
- Remuneration of auditors and decision makers does not depend on audit outcomes or on the number of certificates issued.
- Decisions to grant, maintain, renew, extend, reduce, suspend or withdraw certification remain EQA's responsibility and are not outsourced.
Complaints and appeals
Audited organisations may appeal a decision, and any interested party may complain about EQA or an organisation it has certified, at eqa.training@equalassurancethai.com or through the contact page. Appeals and complaints are handled by people not involved in the audit or decision concerned.
External oversight
EQA is a member practice of Equal Assurance Pty Ltd, which operates under accreditation and surveillance by an accreditation body. EQA's impartiality is therefore reviewed externally on a regular basis, in addition to EQA's own internal reviews.
